A Sovereign Cloud for Malaysia, With Free ChatGPT on the Side

Malaysia plans a Sovereign AI Cloud to keep its data under national control, while handing young people free ChatGPT. True sovereignty means owning your data and choosing your tools.

Malaysia wants to keep its people's data at home. In the same budget, it is also handing young people free access to an American chatbot. Both moves can make sense, but together they show that sovereignty is about more than where data lives.

Tabling Budget 2027 on October 9, Prime Minister Anwar Ibrahim said a Sovereign AI Cloud "now being planned" will keep the people's data and the nation's strategic information "under Malaysian control." The speech gave no cost, size, site, builder or start date. It is a promise, not yet a project, and the budget still has to pass Parliament.

Free Seats, Foreign Tools

A few lines later, Anwar announced another 100,000 free AI subscriptions for young people, now extended to new apps "such as ChatGPT." The budget also sets aside RM6 billion for research and innovation across ministries, separate from the cloud, plus a RM30 million fund from the digital agency MDEC to help 4,000 small businesses adopt AI.

There is nothing wrong with giving students good tools. But habits form fast. If a generation learns to think, write and code inside one foreign app, that dependence can matter as much as where the servers sit. Malaysia is not alone here. Many governments fund sovereign AI while still relying on US tech.

Own the Data, Choose the Tools

The smarter path is to treat sovereignty as two questions. Where does the data live, and who could switch off the tools people depend on?

For governments and businesses across Southeast Asia, the takeaway is practical. Keep sensitive data on infrastructure you control, and build skills that travel across many AI tools rather than one. Teach people to use a chatbot, but also to swap it out. A national cloud protects your data. The freedom to choose your tools protects your future.
